The Board shall provide for the safe custody of the seal which shall only be used by the authority of the Board or of a sub-committee of members of the Board authorised by the Board in that behalf, and every instrument to which the seal is affixed shall be signed by a member of the Board and shall be countersigned by the Secretary or by a second member of the Board or by some other person appointed by the Board for the purpose.
The Board may by resolution determine that the seal of the Authority and the signature of any member of the Board or the Secretary or any other person or persons appointed by the Board for the purpose may be affixed to any test certificate by some mechanical means to be specified in such resolution.
